Wallkill Valley board approves budget transfers, two high-cost special-education placements and multiple contracts

The Wallkill Valley Regional High School Board of Education voted May 26 to approve budget transfers, renew vendor contracts and authorize two high-cost out-of-district special-education placements.
In a unanimous roll call vote the board approved budget transfers for April 25–May 22, 2026 totaling $176,778.09. The board also approved the revised manifest of bills covering $1,804,299.36 for the same period. Both actions were moved by Ralph Bonard and seconded by Brian Silipena.
The Finance Committee’s business package (Items 1–14) was approved unanimously. The board approved renewal of Garden State Environmental for AHERA and Right-to-Know services and renewed a J&B Therapy contract for occupational, physical and speech therapy (rates listed in the agenda). The board also renewed the food-service management contract (FSMC) with Maschio’s for 2026–27; the management fee is $11,737.24 and the total contract cost is $215,280.74, with Maschio’s guaranteeing a loss no greater than $10,000.
Two out-of-district placements for students referred by the Child Study Team were approved: student #2627001 to the Morris-Union Jointure Commission (annual tuition $129,806) and student #2627002 to Celebrate the Children (annual cost $143,115). The motions for those placements were part of the Finance Committee approvals. The board also approved a change order for the Shop Upgrades at WVRHS project and appointed Acrisure East Insurance Services LLC d/b/a Polaris Galaxy Group as the district’s Risk Management Consultant per the School Alliance Insurance Fund bylaws.
The board set school-meal prices for 2026–27 at $3.00 for breakfast and $4.25 for lunch for students, with higher adult prices, and approved related contracting and procurement items. The district will also submit a $1,000 reimbursement application to the New Jersey Department of Education for a stainless-steel bottle-filling fountain under the School Lead Filters Program and will file the 2025–26 Extraordinary Aid application.
Superintendent/Principal David Carr introduced many of the operational items in his report; Business Administrator/Board Secretary Joseph P. Hurley Jr. presented financial certifications and contract details. The meeting materials list contract rates and specific tuition and contract amounts.
Next steps: standard contract execution and invoicing procedures will follow. The board also scheduled related operational items for implementation during the 2026–27 school year.
