Gate-replacement motion fails; board discusses management-company fees and Harvest Fest plans

At the Sept. 9 Collings Lakes Civic Association meeting, trustees debated fence-and-gate bids and opted not to award work after objections about bid comparability.
Steven Slimm presented three bids to replace or modify gates at Braddock Dam: Master Wire ($4,800 for four 5-foot gates), Bernal Fence ($4,000 for two 5-foot gates) and Superior Fence ($1,500 to add one 6-foot gate and extend a 4-foot gate to 10 feet). A motion to hire Superior Fence failed after Carol Weldon objected that the bids were not comparable and therefore unfair; the vote was recorded as 3 no, 2 yes.
Members discussed grounds access for emergency responders and for moving equipment; Don Saunders said he had spoken with RAC about taking lawn equipment across ACBs. The board agreed to defer major gate work until the dam-contract maintenance schedule is finalized after Cushman Dam work is complete.
The board also discussed management-company options and fees. One digital-focused vendor quoted no setup fee but would charge for printed resale letters ($275–$600 paid by homeowners) and a meeting-minute service that costs $175 for the first hour and $50 for each additional increment noted by the vendor. Lynn Veneziale objected to high resale-letter fees, and Beth Anderson said some account functions have already moved from the current manager, H&S. Members agreed to obtain additional quotes and to review the vendor contacts Dam Engineer Beth-Ann Grasso will send.
Fundraising and community events were on the agenda: Harvest Fest was scheduled for Sunday, Oct. 13, 2024, from 11 a.m. to 3 p.m.; organizers said Grubbing Gringos will return for food, there will be a basket raffle, pumpkin painting for children and vendor tables. The board discussed printing needs for the upcoming election—nominations in October and voting in November—and an estimate of about 1,000 copies at $0.24 per copy.
The board set its next meeting in person at Folsom at 6:30 p.m. and adjourned by motion.
