Board secretary resigns as dam repair schedule, funding update given at Collings Lakes meeting

Chair Donna Sutts presided over the Collings Lakes Civic Association meeting on Sept. 9, 2024, where board secretary Keegan Smith announced her resignation and the board received a detailed update on planned dam repairs.
Board secretary Keegan Smith read minutes earlier in the meeting and then informed the group she was stepping down; she recorded her reasons for the community on Collingslakes.org and said she would remain available to help with the Harvest Fest. Chair Donna Sutts said she will not run for re-election next year and told the board there is "a lot of lack of trust, and it just keeps going on and on." Steven Slimm said Keegan’s resignation did not require a board vote.
Treasurer Beth Anderson presented the treasurer’s report and confirmed $552,958.33 is in the dams account. Dam Engineer Beth-Ann Grasso told the board that contractor RDZ is scheduled to start on Sept. 30, 2024, and that the company estimated roughly 24 working days of work in good weather. "They will be there the day they start," Grasso said, adding that Pennoni and state inspectors will inspect the dam at the start and on an ongoing basis.
Grasso recommended the board seek a management company with dam experience and offered to email contact proposals for vendors she works with. Steven Slimm said the board will wait for a firm start date from RDZ before publicizing a work schedule to residents. The treasurer’s motion to pay bills passed earlier in the meeting.
The board did not take formal action related to the resignation beyond acknowledging it; Keegan’s reasons were referenced as available via the association’s posted recording. The next Collings Lakes meeting is scheduled in person at Folsom at 6:30 p.m.
