Camden council approves zoning amendment, accepts FY2025 audit and makes appointments

Camden — The Camden City Council on Tuesday, Feb. 3, approved a zoning amendment on first reading, accepted the city’s fiscal year 2025 audit and approved several consent items, the council’s minutes show.
Mayor Vincent Sheheen called the meeting to order at 5:30 p.m. Councilmember Phil Elliott moved to approve the Jan. 20, 2026 regular meeting minutes; Councilmember William Wilkes seconded and the motion passed unanimously, with Mayor Pro Tem Hamilton Boykin recorded as abstaining because he had been absent from the Jan. 20 meeting. The council then approved the Feb. 3 proposed agenda by unanimous vote on a motion by Elliott, seconded by Wilkes.
Janet M. Pierce, CPA of Cantey, Tiller, Pierce & Green, LLP, presented the audit for the fiscal year ending June 30, 2025. The auditors issued an unmodified opinion and reported no restrictions on the scope of their work, saying they received full cooperation from city staff and council.
On the consent agenda, councilmembers unanimously approved the mayor’s proposed task force on homelessness, the finance quarterly report for Oct.–Dec. 2025, and two appointments to the Arts Center of Kershaw County (the minutes list Jenny Parrish and Councilmember William Wilkes among the appointments).
On land-use business, the council approved Ordinance #2026-003 on first reading, amending provisions of the city zoning code related to Transportation Manufacturing Uses. The motion was made by Mayor Pro Tem Hamilton Boykin, seconded by Councilmember William Wilkes, and carried unanimously. Council also voted to carry over Ordinance #2026-004, a rezoning request for property at 112 York Street (Parcel C285-13-00-032); that motion was made by Wilkes and seconded by Boykin and carried by unanimous vote.
Council voted unanimously to enter executive session at 6:01 p.m. to discuss a contractual matter related to the City Administration Department and a conversation about possible expansion of city services. The council returned to regular session at 6:38 p.m.; the minutes state that no action was taken following executive session.
With no further business, the council adjourned at 6:40 p.m.
