Staff reviewed the plan, saying the application had been revised twice after review by the borough engineer to address setback details and the applicant’s request for a waiver of the borough rule that normally prohibits double‑frontage lots. Staff noted the front house shown on the plan would be demolished and its garage would remain and be merged with the neighboring parcel.
The commission also heard that County Economic Development has 30 days to submit any comments on the plan; staff said the county’s response should arrive before the November 11 council meeting but that the commission could forward the recommendation tonight. "The plan has been revised to include setback requirements," staff said when describing the engineer's comments, and the waiver letter from the applicant’s engineer was included in the packet.
A commissioner moved to forward the plan to Borough Council with the requested modification to Chapter 22 (subdivision and land development) to allow creation of the proposed double‑frontage lot; the motion was seconded and carried on a voice vote.
Next steps: Borough staff will notify the commission when County Economic Development responds and will place the plan on the Borough Council agenda for final action.
