Reinbeck council adopts parking and mobile vendor ordinances, approves library hire and sets utility and budget hearings

At its April 6 meeting the Reinbeck City Council approved multiple ordinances, personnel actions and routine resolutions.
Ordinances: The council adopted Ordinance #2026-04OR amending Chapter 69.11 to add a 20-minute parking zone at 423 Main Street and Ordinance #2026-05OR amending Chapter 70.08 to increase parking violation fines to $50. Both ordinances were given first consideration and adopted after the council suspended the usual two-meeting rule. The council also adopted Ordinance #2026-03OR (Chapter 124) adding provisions for mobile food service vendors after giving it second consideration and suspending the waiting period.
Library hire and wages: The council approved the Library Board’s selection of Michelle Sieh as the new Library Director, with a pay plan recorded in the minutes: $20 per hour until June 1, 2026; $42,000 (listed as $20.19/hr) for the remainder of FY26; and a planned increase to $43,500 beginning in FY27. Johnson moved to approve the hire and proposed wages; the motion passed 5-0.
Resolutions and scheduling: The council approved Resolution #2026-10R to transfer funds to pay upcoming obligations and Resolution #2026-11R proposing a utility-rate ordinance and setting a public hearing for May 4, 2026. The council also approved Reinbeck serving as a pass-through town for RAGBRAI on July 23, 2026, set the FY2027 budget hearing for April 20, 2026 at 5:30 p.m., and approved the Callahan Municipal Consultant Agreement for the city’s capital improvement program. Several members complimented recent street sweeping and alley cleanup.
Consent agenda and bills: The meeting minutes show the Consent Agenda included approval of minutes, the treasurer’s report and a list of bills to be paid in the amount of $192,653.26; other bill listings and fund-level totals appear in the accompanying bills table in the minutes.
Next steps: The council set hearings (utility rates May 4; FY2027 budget April 20) and staff will need to finalize ordinance publications, contract paperwork and standard post-adoption steps for the ordinances and agreements recorded in the minutes.
