Reinbeck council approves ordinances, resolutions and appointments; sets hearings

At its Feb. 2 meeting Reinbeck’s council adopted two ordinances affecting the Urban Renewal Area, approved multiple resolutions and administrative items, awarded the FY2026 audit contract, started code-amendment processes for parking and fines, and made several board appointments.
The Reinbeck City Council on Feb. 2 approved a series of ordinances, resolutions and administrative actions including the deletion of property from the city's Urban Renewal Area, adoption of two ordinances concerning the Reinbeck Urban Renewal Area, the awarding of the FY2026 annual examination contract, and multiple board appointments.
Council approved Resolution #2026-04R to delete property from the Reinbeck Urban Renewal Area, and then introduced and adopted Ordinance #2026-01OR to delete property from the city's Tax Increment Financing District under Section 403.19 of the Code of Iowa. The council also adopted Ordinance #2026-02OR to repeal Ordinance No. 99-10-02 regarding division of taxes in the Reinbeck Urban Renewal Area. Both ordinances were given first consideration and, after a motion to suspend the statutory two-meeting rule, were put on final consideration and adopted by 5–0 roll-call votes.
The council set a public hearing for a proposed Chapter 124 Mobile Food Service Vendors ordinance for March 2, 2026 at 5:30 p.m., passed Resolution #2026-03R to transfer funds to pay upcoming obligations, and approved the Park Board's request to set up a Venmo account at Lincoln Savings Bank to collect pickleball court fundraising in a separate account to be moved into the city's Gift & Trust Fund.
Two RFPs were issued for the FY2026 audit; Gronewold, Bell, Kyhnn & Co. P.C. responded with a proposed maximum cost of $5,250 and the council voted to approve that firm for the FY2026 annual examination. The council also authorized starting the code-amendment process to add a 20‑minute parking sign at 423 Main Street and agreed to begin the process to raise snow parking violation fines to $50 and to increase the penalty for nonpayment to $10.
Appointments approved included Chris Bunz to the Cemetery Board and Steve Kauffman to the Memorial Building Board; the council accepted Darren Trunck’s resignation from the Reinbeck Community Development Board and appointed Lydia Robertson to fill that vacancy. The council set the spring clean-up day for April 18, 2026 (rain date April 25) and noted Finally Home has until the end of February to submit a plan for the property at 506 Broad Street.
Most measures recorded unanimous or 5–0 support; routine financial claims and the January 2026 revenues were also recorded and approved. The meeting adjourned at 7:39 p.m.
