Reinbeck approves budget amendment, sets Center Street reconstruction bids and hearings

The Reinbeck City Council on March 2 approved a budget amendment and several fiscal resolutions tied to city projects and operations.
Council approved Resolution #2026-05R to amend the fiscal-year budget for the year ending June 2026. Minutes state the amendment deletes a $260,000 Department of Transportation refund for a stormwater project because the refund was received in the prior fiscal year; the amendment also recognizes donations to the library, transfers, and expense adjustments for a TIF rebatement, sewer-line cleaning, transfers of funds and a nuisance property abatement. The resolution passed on a roll-call vote with Wambold, Pease, Johnson, Trepp and Bueghly all voting aye.
Council then approved Resolution #2026-06R authorizing transfers to pay upcoming obligations and Resolution #2026-07R setting a hearing on proposed parking-code amendments. For infrastructure work, council discussed the Center Street Water Main & Street Reconstruction Project (between Cedar Street and School Street) which includes lowering water mains, replacing curb and gutter, installing storm sewer intakes and resurfacing with asphalt. The council approved Resolution #2026-08R to set the bid opening for March 26, 2026 at 10:00 a.m. and scheduled a public hearing on the project for April 6 at 5:30 p.m.
On debt management, Council Member Pease moved — and the council approved — a motion to not pay off the Water Bond before its scheduled maturity and instead to pay it as scheduled. The council also approved sending the clerk to the Iowa Municipal Finance Officers Association spring meeting April 15–17, 2026.
