Council authorizes Juneteenth partnership with UCAN, vendor fees to flow to town

The Town Council on April 14 authorized the Town Manager to enter into an agreement with United Communities Assistance Network (UCAN) to host a UCAN Freedom Ride and Atlantic Beach Juneteenth Celebration on June 21.
Sandra Brooks, UCAN executive director, told council the event would feature a Freedom Ride (motorcycles and vintage cars) concluding at Atlantic Beach and a beachside celebration with cultural programming, vendors, elders’ storytelling and educational displays about Gullah Geechee heritage. "Our goal is to have at least 50 vendors at this event, which can bring a direct $15,000 in revenue to Atlantic Beach," Brooks said, and asked the Town to collect vendor fees and provide venue, security and vendor registration administration.
Council discussed operational details including security requirements and cost-sharing. Mayor Pro Tem John David said security costs will likely be split with UCAN on at least a 50-50 basis depending on needs. Brooks said UCAN will handle marketing, sponsor recruitment and parade coordination; she estimated prior events in Shallotte drew roughly 200–300 people on and off during the day and that prior years’ vendor donations generated about $2,500 when vendor fees were not charged.
The council approved the authorization by roll call. Staff and UCAN will finalize special-event permit details, security planning with Town staff (Mr. Booker was listed as the point of contact for logistics) and vendor payment links so fees flow to the Town as requested.
What happens next: Manager Cheatham and UCAN will finalize the agreement, coordinate the special-event permit and security plan, and implement vendor registration and payment through the Town’s vendor application process.
