Swedesboro-Woolwich board urges state agencies to revise proposed cooperative purchasing rules

The Swedesboro-Woolwich Board of Education on April 29 adopted a resolution urging state officials to reconsider how P.L. 2025, c.180 (S-3041) is implemented through proposed regulations that affect cooperative purchasing.
The resolution says proposed rules from the Division of Local Government Services would, among other changes, impose a $150,000 cap for individual public-works contracts under indefinite-delivery/indefinite-quantity structures and remove time-and-materials contracting options the board said have provided necessary flexibility for urgent maintenance and public-works needs. The board argued the changes “appear to exceed the express language and intent of S-3041” and warned the added limitations could increase administrative burden, delay projects, reduce competition and raise costs to taxpayers.
The board’s resolution directs that copies be transmitted to the New Jersey Department of Community Affairs, the Division of Local Government Services, the Department of Education, local legislative representatives and other stakeholders and states that the district will continue to work with cooperative purchasing organizations and peer districts to provide feedback.
The motion to place the resolution on the agenda was recorded as Baker/Riley. The minutes record the resolution text and the board’s direction to transmit copies to relevant state agencies; the minutes do not record a separate roll-call tally attached directly to the resolution text.
