Board advances parks engineering, agrees to notify trash contractor of extension request

Smithville aldermen on April 29 reviewed a suite of capital projects for parks, trails, sidewalks and stormwater and directed staff to advance engineering on several items while preparing contract paperwork related to trash collection.
Parks & Recreation Director Matt Denton noted the Board previously set aside about $300,000 in savings toward an estimated $2.2 million Smith's Fork Park project targeted for 2028 but warned that rising costs could exceed that figure. He recommended starting engineering work now and exploring phased construction or a design‑build delivery model to control costs and keep the project moving. "The ultimate goal is to modernize these facilities without delaying the project," Matt said.
Public Works Director Chuck Soules explained that GBA is performing engineering for Second Creek sidewalks and the Riverwalk & Trail as a combined scope and that easements remain to be secured, which could affect bidding timing. Staff reported the Commercial Street sidewalk project is planned to begin June 2 and that MoDOT cost-share for a Richardson Street traffic signal has not yet been received.
On solid-waste services, staff said the city contracts with Green For Life (GFL) and that GFL has requested a one-year extension with a guaranteed 1.7% price increase for 2027; the Board agreed to notify GFL and staff will present a resolution to amend the agreement. The Board also asked staff to add removing remaining sump pumps from the sewer system into the CIP.
The work session concluded without formal votes on project funding; staff will return with engineering recommendations, any required RFQs/RFPs and a resolution for the GFL contract amendment.
