Grafton council approves a slate of emergency personnel, policy and purchase measures

At its Jan. 6 meeting the Grafton Village Council unanimously passed multiple emergency ordinances and resolutions covering personnel pay and appointments, a deputy administrator retention, cybersecurity and a new LED sign, and approved community award motions; several items were fast-tracked via suspension of rules.
GRAFTON — The Grafton Village Council on Jan. 6 approved a package of emergency ordinances and resolutions that affect personnel, technology and capital equipment and authorized several community programs.
Council adopted Ordinance 26-001, an amendment to Village Ordinance 24-006 adjusting various positions and salaries, after a unanimous vote to suspend the rules and to pass the measure on an emergency basis. The council also passed Ordinance 26-002 to retain the services of Kevin Moldinatto as deputy village administrator; that measure was likewise suspended and passed as an emergency.
Law Director Budway said Resolution 26-002 clarifies the charter review commission’s commencement date and reporting requirements; the council approved the resolution on the same emergency track. Resolution 26-001 authorizes the mayor or village administrator to enter a contract with Dataserve for a cybersecurity co-pilot program and supporting infrastructure. Cailyn Hess told council the company was based in Westlake and that the administration had shopped options before recommending Dataserve; the council voted unanimously to suspend rules and approve the contract.
The council also approved Resolution 26-003 to contract with Sorya Chan Grace as a financial analyst; Resolutions 26-004 and 26-005 to amend personnel policy Section 5.03 (vacation credit for prior municipal or county service); and Resolution 26-006 to purchase and install a new LED sign for Village Hall from L3 Sign & Image for $16,663.78. Council approved Resolution 26-007 expressing support for participation in the Ohio America 250 (semiquincentennial) program.
Council additionally authorized motions to award three $50 utility credits tied to Restaurant Week and to award holiday-lighting contest utility credits to named neighborhood winners and The Village Barbershop. The motions to add items to the agenda, suspend rules and adopt emergency measures were recorded in the meeting as passing by unanimous votes in each instance except where roll-call abstentions were explicitly recorded during organizational business.
The meeting moved into executive session under Ohio Revised Code 121.22(G)(1–8) to consider personnel matters; after returning to open session the council voted to approve a personnel summary sheet.
Next steps: several measures are effective immediately as emergency actions; contract execution and implementation will be handled by the mayor or village administrator as authorized by the respective resolutions.
