Saratoga Springs civil service commissioners approve wide slate of seasonal hires, transfers and appointments

The Saratoga Springs Civil Service Commission on May 27 approved a range of appointments, leaves and transfers across city departments, including seasonal hires for the carousel and Camp Saradac, a police lateral transfer and a provisional promotion in public works.
The commission approved the labor-class appointment of Michael Garripi at the City Centre (effective 05/11/2026), an omnibus list of DPW seasonal laborers (including Leroy Bennett and Robert Gardner), and a provisional promotion for Ray Green to DPW field manager effective 05/11/2026. Staff coordinator Carissa Salvo repeatedly told the commission that "everything is in order" for the presented appointments and lists.
Under public safety the commission approved the lateral transfer/reinstatement of Michael Morrissey to the police department, effective 05/11/2026, after staff summarized the department's lateral-hire checks and examinations. The commission also approved a provisional appointment for public safety dispatcher Connor Brasseaux effective 05/04/2026.
In recreation and seasonal hiring, commissioners approved a long omnibus motion to appoint numerous Camp Saradac and recreation staff (assistant directors, counselors, youth parkers and supervisors). The agenda included two seasonal labor-class appointments for traffic maintenance (Brady Baker and Lucas Riley, May 18–Aug 21, 2026). For the Housing Authority, the commission approved a noncompetitive-class appointment for Donald Value as maintenance mechanic, effective 05/18/2026.
The school agenda included many noncompetitive and labor-class hires and confirmations of completed probationary periods for staff such as bus drivers, teacher aides and food-service workers. Commissioners noted that some names appear in multiple appointment categories during the multi-step hiring process for school bus drivers.
Staff also reported administrative items: one appointment from an eligible list for a police records management clerk was rescinded by the candidate for personal reasons; established eligible lists, exam announcements and vacancy notices were discussed; and the commission set its next meeting for June 24, 2026.
The meeting concluded with a resolution of thanks for Joanna Zangrando as her commission term ended. The actions on the docket were approved by voice vote.
