Ingham County amends materials-management grant to $404,000 and authorizes contingency support for coordinator

The Ingham County Board of Commissioners on June 9 adopted two related actions to advance the county Materials Management Plan (MMP). The Board authorized Resolution #26-300 to amend the county’s MMP Grant with the Michigan Department of Environment, Great Lakes, and Energy (EGLE) to a not-to-exceed $404,000 to continue contract work with GT Environmental and support the Materials Management Coordinator role.
Separately, the Board approved Resolution #26-296 authorizing an appropriation of up to $31,772.66 from the Contingency Fund to temporarily support the grant-funded Materials Management Coordinator position should grant reimbursements, amendments, or other funding interruptions delay payroll. The funding is intended to cover up to three months (consecutive or non-consecutive) of costs to avoid interruption of the federally/state-mandated MMP development work.
Concerns and context: Commissioner Schafer said she had opposed the committee-level recommendation because the contingency funding would come from the General Fund and she worried about using contingency as a bridge for grant-funded positions. Deputy Controller Jared Cypher replied that the Materials Management Plan is a state directive and that if the county did not adopt an MMP the State would implement one for them; Cypher said the county had about two to three months left to complete a draft plan and that the grant was expected, but reimbursement timing was uncertain. Controller Gregg Todd provided a fiscal status update indicating contingency remained available.
What the resolutions require: the grant amendment increases the MMP budget to support the ongoing project and coordinator; the contingency appropriation permits the Controller/Administrator to transfer up to $31,772.66 from the Contingency Fund to personnel lines to prevent employment interruption while grant paperwork is completed.
Next steps: the Controller/Administrator is authorized to make the budget transfers and the Board Chairperson to sign grant amendment documents and related items after County Attorney approval. Project implementation will continue under the Materials Management Planning Committee oversight.
