Wallkill Valley board approves finance transfers, policy updates and personnel hires; approves $54,128 special-education placement

The Wallkill Valley Regional High School Board of Education on Nov. 18 approved a series of finance, policy and personnel measures during its regular meeting at the high school in Hardyston Township.
The board approved budget transfers totaling $136,670.56 for Oct. 25 through Nov. 14, 2025, in a unanimous roll call vote (motion moved by Ralph Bonard; seconded by Gina DeSino). It also certified compliance with N.J.A.C. 6A:23A-16.10 and accepted the Board Secretary’s and Treasurer’s monthly financial reports showing a cash balance of $3,154,361.10 as of Oct. 31, 2025 (motion moved by Bonard; seconded by DeSino).
The board authorized payment of a revised manifest of bills covering Oct. 25 through Nov. 14, 2025, totaling $789,919.76. The motion passed by roll call; Board member Cynthia Rock recused herself from that vote, as noted in the minutes.
On a finance committee recommendation, the board approved the October 2025 Cafeteria Account Reconciliation and a Child Study Team placement for student #2526021 to attend High Point Regional High School’s regular school-year program for 2025–2026. The board recorded the total cost of that placement at $54,128.14, comprised of $23,412.00 for tuition and $30,716.14 for extraordinary services; related OT/PT services will be billed as needed.
The board also moved several policy items. It accepted final readings and adopted multiple revised policies and regulations, among them 0143 (Board Member Election and Appointment), 0173 (Duties of Public School Accountant), 1570 (Internal Controls), 2422 (Statutory Curricular Requirements) and 6111 (Special Education Medicaid Initiative). The board accepted second readings of new policies including 0141.3 (Board Member Number and Term — Regional School District) and 5339.01 (Student Sun Protection).
In personnel actions, the board added Bryce Zampese to the substitute teacher list pending a criminal-history background check. The board approved hiring Alex Thompson as a math teacher for the remainder of the 2025–2026 school year at Step BA+15 Step 5, salary $76,329 prorated; his start date is contingent on release from his current district and submission of required paperwork. The board also approved volunteer winter coaching appointments for Jason Sketkowicz (assistant girls wrestling) and Cole Weekley (assistant indoor track), with stipends listed as N/A and subject to prorating if a season is curtailed for emergency or public-health reasons.
The board accepted Harassment, Intimidation and Bullying reports dated Sept. 25, 2024 (incident 252601) and Oct. 13, 2025 (incident 252602), and approved attached field trip requests.
The meeting was called to order by Board President Jacqueline Elmo and included reports from Superintendent/Principal David Carr, who noted SAT scores and announced a regionalization presentation scheduled for Dec. 10, 2025, and student representative Victoria Shikata, who summarized recent and upcoming student events. With no further business, the board adjourned at 7:22 p.m.
