The Ingham County Board of Commissioners on June 9 approved Resolution #26-284 to allocate $2,250,000 from the 2026 Housing & Homeless Millage and $2,500,000 from the 2027 budget to support six housing projects recommended by the Housing Trust Fund committee.
The funding package, adopted as part of the consent agenda, directs $1,250,000 to the Lansing Housing Commission’s Washington Apartments, $1,000,000 to Woda Cooper Development’s Brightwood Crossing (2027), $1,000,000 to LoveJoy Community Services’ Churchill Gardens (2027), $500,000 to Capital Area Housing Partnership’s Jefferson Street Square (Mason, 2027), $500,000 to Capital Area Housing Partnership’s Ballentine Apartments (2026), and $500,000 to Mi Just Cause’s Willow Transitional House (2026). The table in the agenda reports the committee’s recommendation and scoring for each application and the total recommended funding across both years of $4,750,000.
Why it matters: the HTF committee’s materials estimate the recommended projects will produce and rehabilitate dozens of housing units across Ingham County; the agenda materials list project-level unit counts and scoring used to prioritize awards and include provisions requiring that assisted units remain affordable to income-qualified residents (at or less than 120% of AMI) for a minimum of 20 years.
Details: award terms require agreements containing County-mandated conditions, such as limits on tenant screening (the resolution states projects must not use tenant screening that imposes minimum credit-score barriers) and timelines for completion. The HTF committee’s Tables 1.1 and 1.2 attached to the agenda list 16 applications, the committee’s ratings, and the six projects selected for full or partial funding.
Next steps: the Controller/Administrator is authorized to finalize budget adjustments and the Board Chairperson to sign contract documents consistent with County Attorney approval. Contracting and monitoring provisions in each agreement must be observed to ensure units produced with millage funds meet the affordability and timeline requirements.
