Gordonsville council approves emergency WWTP pump, advances zoning changes and annexation; tables thoroughfare plan

The Gordonsville Town Council on April 14 approved an emergency purchase of a wastewater treatment plant pump, advanced two zoning ordinance amendments on first reading, accepted the town actuary’s recommended T.C.R.S. contribution rate and approved an annexation resolution while tabling changes to the town’s Major Thoroughfare Plan until its next meeting.
WWTP Supervisor Drew Gentry told the council an emergency purchase was needed for a replacement pump at the wastewater treatment plant and that the cost would be $44,403.57. Vice-Mayor Williams moved to approve the purchase, Councilwoman Bates seconded, and the council voted unanimously to authorize the expenditure without a budget amendment.
The council also considered two zoning ordinance amendments on first reading. Ordinance 2025-04-14-01 ZA would rezone portions off Baker Lane from I-1 to C-2. Councilman Shane Smith moved approval on first reading; Vice-Mayor Williams seconded, and the motion passed unanimously. Ordinance 2025-04-14-02 ZA BA, which would reclassify portions of the CedarStone subdivision from R-2 to R-1, was presented and approved on first reading after Councilman Smith moved and Councilman Pierce seconded; the roll call vote was unanimous.
The meeting record notes the council reviewed the actuary’s recommended annual contribution rate for T.C.R.S.; the suggested rate was 8.43%. Following discussion, the minutes record a motion and unanimous roll call approving the item as presented.
An amendment to the Town of Gordonsville Major Thoroughfare Plan was presented and briefly discussed. After Councilman Smith and Councilman Robinson moved and then rescinded motions to approve, the council voted to table the amendment until the next regular meeting.
Council members approved Resolution 2025-14-01 AX to annex property and adopt a Plan of Services. Vice-Mayor Williams initially moved to hold another public hearing but withdrew that motion; Councilman Smith then moved to approve the resolution, Councilman Robinson seconded, and the council voted unanimously to adopt it.
Other items recorded in the minutes included routine department reports from Police Chief Shannon Hunt and Fire Chief Daniel Lafevor, distribution of financial statements with no council questions, discussion about improving public access to minutes and pressure washing sidewalks on Main Street, and scheduling a budget workshop for May 6, 2025 at 6:00 p.m. Mayor John Potts reported that the Chamber banquet was upcoming and that the pre-construction meeting for the WWTP projects went well. The meeting opened at 6:19 p.m. and adjourned at 7:20 p.m.
