River Ridge CDD terminates Laz's Lawn, hires GulfScapes; approves drainage and irrigation repairs

The GulfScapes proposal is $58,500 — approximately $13,000 higher than the $45,000 budgeted amount — and the board discussed using unassigned funds and withheld payments from Laz’s Lawn to offset plant‑replacement costs.
District Engineer Charlie Krebs presented a revised scope for the Seaside & Master Drainage Project; MRI expects work to begin within two to three weeks. Mr. Krebs also reported ancillary irrigation costs and presented Irrigation Concepts’ proposals: $4,002.50 to repair damaged wiring and roughly $1,300 each to raise seven to eight irrigation heads. On motion by Mr. Blumenthal, seconded by Mr. Schultz, the board approved the Irrigation Concepts change order to repair damaged wiring and raise seven to eight heads, in a not‑to‑exceed amount of $15,000.
Members noted GreenScapes refused to execute the district contract and discussed immediate funding options to cover the higher landscape proposal. The board authorized management to terminate Laz’s Lawn and engage GulfScapes effective immediately, with staff directed to reconcile payment with withheld amounts and available unassigned funds.
