The River Ridge Community Development District board accepted the resignation of Supervisor James Gilman (Seat 1, term expiring Nov. 2026) at its Aug. 27 meeting and directed staff to begin recruitment for an appointment to fill the unexpired term.
Mrs. Adams presented Mr. Gilman’s resignation letter; the Board discussed notifying residents (Madam consensus for Mr. Long and The Meadows’ POA manager to e‑blast residents) about the vacancy, candidate qualification requirements, and asking interested residents to submit resumes or letters of interest prior to the next meeting. Because the seat will be filled by appointment rather than by election, the board indicated an administrative outreach approach and will include candidate materials on the next agenda.
The board noted post‑appointment requirements for any new appointee: administration of the oath of office, required ethics training and disclosure filings (sample Form 1 and instructions), guidance on Sunshine Amendment and Code of Ethics for Public Officers and Employees, and Form 8B (memorandum of voting conflict). On motion by Mr. Blumenthal, seconded by Mr. Twombly, the board accepted Mr. Gilman’s resignation.
At the same meeting, the Board approved Goals and Objectives and a Performance Measures/Standards & Annual Reporting Form to comply with newly enacted HB7013 (Special Districts Performance Measures and Standards Reporting). Staff highlighted three focus categories for FY2025—Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability—and added a due date of Dec. 1, 2025 for the initial report, which must be posted on the CDD website.
Why it matters: the appointment process determines representation for The Meadows and affects governance continuity; the new HB7013 requirement will obligate the district to publish annual goal reports and performance measures beginning in FY2025.
Next steps: staff will publicize the vacancy, collect candidate materials for the next agenda, and prepare the statutory reporting submission required under HB7013.
