River Ridge CDD approves $3,098 'zombie box' instead of $10,755 aerator relocation; vote splits 3-2

Operations Manager Shane Willis presented Premier Lakes’ one-time work order and a revised Bentley Electric proposal that would add about 125 feet of electrical work to relocate the 240V aerator in Lake E1‑C. Board discussion weighed immediate budget impacts and an option to revisit relocation in the proposed Fiscal Year 2026 budget. On a motion by Chair Bob Schultz, seconded by Robert Twombly, the board authorized installation of a zombie box for $3,098. The motion passed 3-2, with Mr. Schultz, Mr. Twombly and Mr. Merrill voting in favor and Mr. Mountford and Mr. Blumenthal dissenting.
Board members noted the relocation option would remain on the table during FY2026 budget discussions and asked staff to revisit costs later.
