On site selection, staff identified a reservoir-area parcel as promising because it has access to main streets, existing treatment-plant infrastructure (generators and fiber) and space for bulk storage; staff noted wetlands along portions of the path and said stormwater permitting and conditional-use review would be required. A roughly 4.3-acre Beach Street parcel was discussed as potential surplus land if shops move, with staff recommending a property assessment to establish baseline information before any disposition or redevelopment decisions.
Rough costs and timing: staff said a detailed cost estimate has not been completed but suggested a planning-range figure in the low tens of millions—“probably in the $15,000,000 range” as a working figure—and noted it could take 5–10 years to build the facility depending on funding. A council member and a public commenter raised concerns about wetlands and trail use near the proposed site; staff responded that wetland surveys done for the water-treatment plant did not show wetlands in the proposed footprint but that permitting and environmental review would be part of the process.
Staff recommended moving to next design phases, creating options for the council that include phased funding or bond/grant strategies, and establishing a small initial budget for property assessment and preliminary design rather than expecting immediate full funding or construction.
