Shrewsbury advances four ordinances on first reading; appoints interim public works superintendent and three finance commissioners

The Shrewsbury Board of Aldermen advanced four ordinances on first reading during its Aug. 13 meeting and approved several personnel appointments.
The Board voted unanimously to approve first readings for: an agreement with Edmunds GovTech, Inc. for payroll administration (recorded as Bill No. 4022), agreements with Sumner One, Inc. for office equipment (recorded in the minutes as Bill No. 4022), an intergovernmental agreement with the City of Lakeshire (Bill No. 4024), and a revision to Section 105.020 concerning conflicts of interest (Bill No. 4025). Finance Director Henrietta Brown answered questions about vendor selection for the payroll services agreement and said the city would have remained with GovTech even if other bids had been considered.
The Board made three personnel appointments. Alderman Presley Barker moved to appoint Chris Meine as Interim Superintendent of Public Works, and Alderman John Odenwald seconded; the motion passed unanimously. The appointment follows Mayor Mike Travaglini’s announcement that Public Works Superintendent Tony Wagner will retire effective Sept. 3, 2024. Travaglini praised Wagner’s long service since 1990.
The Board also appointed Grace Kincaid, Olgun Sahin, and Steve Moro to the Finance Commission on a motion by Alderman John Odenwald and a second from Alderman Presley Barker; the appointments were approved unanimously.
A separate proposal to purchase fitness equipment for the Police and Fire Departments was tabled after discussion about facility impacts and scheduling: council members expressed concerns that permanently moving court proceedings to City Hall (a likely consequence of installing the equipment there) could raise safety and access issues for citizens. Alderman John Odenwald moved to table the purchase to the Aug. 27 work session; Alderman Presley Barker seconded and the motion passed unanimously.
All motions noted in the minutes were recorded as passing by unanimous voice vote; no final ordinance adoptions occurred at this meeting.
