Denton trustees adopt first reading of updated municipal code, authorize treasurer payment powers and approve park surfacing

The Village of Denton Board of Trustees on March 2 approved the first reading of ORDINANCE 26-3-1, adopting the Nebraska Basic Code of Ordinances, 2025, and unanimously waived the state statutory requirement for three separate readings. The board also passed a resolution authorizing the municipal clerk/treasurer to make certain payroll and other recurring monthly payments before formal board approval when necessary to avoid penalties or meet legal pay requirements.
The code update was introduced by Trustee Doug Rosekrans, who moved to approve the first reading; Trustee Amanda Fangmeier seconded. The board voted unanimously to waive the three-reading requirement and to introduce the updated code. The ordinance will follow the village's adoption procedures for subsequent readings and finalization.
The board approved multiple administrative and capital items. Trustees approved a $23,250 purchase for new warning-track surfacing following a bid presented by Blackledge and a new mix noted from Odeys; Blackledge indicated it would reach out to DCAC about a possible contribution toward the cost. The board also accepted a silent-bid sale of eleven surplus hay bales to Jake Baker for $31 under RESOLUTION NO. 2026-4.
Trustees reviewed and approved an ingress/egress and utility easement for 9505 W. Denton that had previously been conditionally approved pending attorney review. The board subsequently approved a water and sewer connections and lagoon agreement for the same property and authorized Chair Joe Hobelman to sign the document as prepared and reviewed by the village attorney.
In financial business, the board approved RESOLUTION NO. 2026-3, which authorizes the municipal clerk/treasurer to make payroll and other recurring payments — including payroll taxes, utilities, insurance, and filings — prior to the board's formal approval when timing would otherwise cause penalties or legal noncompliance. The motion was moved by Amanda Fangmeier and seconded by Doug Rosekrans and passed unanimously.
Trustees also approved an audit-waiver request for fiscal year 2024–2025, approved Claims List A ($15,263.80), Claims List B ($5,199.60), February payroll ($9,452.09) and a Keno fund payment of $10,750. The clerk reported fund balances including Keno Checking of $466,797.42 and noted that the sewer camera has been delivered and street crack sealing is forthcoming. During public comment Lona Anderson reported areas where white striping did not adhere to concrete and offered playground-equipment vendor information for the board's consideration.
The board tabled agenda items 3a and 3b — proposed water and sewer rate increases (ORDINANCE 26-1-1 and 26-1-2) — until the April meeting after a motion by Trustee Trent Wheatley and second by Trustee Doug Rosekrans. A Planning Commission meeting to review zoning and subdivision regulations was announced for March 30 at 6:30 p.m. at the Denton Community Center. The meeting adjourned at 7:18 p.m.
