Town Administrator Joe reported at the March 24 meeting that a third-party post-construction engineering assessment identified two primary fixes for drainage and pavement issues near Sea Fields and the MUSC entry: (1) mill-and-resurface areas where a new turn lane abuts existing pavement to address seam separation; (2) regrade shallow swales that have filled with silt to restore pre-existing drainage slopes.
Joe said crews removed mud and debris from pathways but that accumulated silt has reduced swale function; the engineers recommended regrading and restoring the swale to allow stormwater to move off the roadway rather than ponding on the driving surface. He said the recommendations were communicated to Sea Fields and MUSC and that, under the town’s agreement, the property owner would be responsible for repairs identified by the third-party engineer.
When a council member asked what happens if the property owner declines, Joe said the town would consult the town attorney about enforcement options, including enforcing contract terms or potentially revoking encroachment rights if necessary.
Next steps: staff await responses from Sea Fields and MUSC on the engineer’s recommendations and will follow up with the town attorney if the parties decline to perform the repairs required under the agreement.
