Carneys Point committee approves $1.35 million in vouchers, adopts ordinances and backs cannabis dispensary

The Carneys Point Township Committee unanimously approved properly audited vouchers totaling $1,354,836.93 and the minutes of the March 19, 2025 meeting during its April 2 regular session.
The committee adopted Ordinance 1067, creating a CAP bank to preserve unused municipal budget capacity, and Ordinance 1068, which sets salary ranges for township officers and employees not represented by the Carneys Point Police Association or Teamsters Local 676. Both ordinances were adopted on final reading by unanimous roll-call vote after no public comment.
On resolutions, the committee unanimously approved Resolution 2025-75, a letter of support for a recreational cannabis dispensary application for Woolwich Wellness Company. The committee tabled Resolution 2025-76, authorizing a contract with Teamsters Local Union 676, until further notice. The committee also approved a reduction of bonds (Resolution 2025-77) and release of a Safety & Stabilization/Demolition bond for the Exit 4 Harding Highway urban renewal project (Resolution 2025-78) after engineering clarification.
The township authorized Partial Payment #3 of $57,381.94 to Landberg Construction, LLC for Phase II of Recreation Complex playground improvements (Resolution 2025-79) and accepted a soil removal permit for the Exeter-3 Collins Drive site (Resolution 2025-80). The committee also approved a $6,700 proposal from Bach Associates for redevelopment planning services for 35 Central Schoolhouse Road and accepted related cash performance bonds for Exeter-3 Collins Drive.
Motions to approve departmental reports and other routine agenda items passed unanimously. The committee moved into executive session by Resolution 2025-81 and later reconvened before adjourning at 7:46 p.m.
The meeting packet included correspondence from EQT Real Estate regarding post-excavation maintenance at 4 Collins Drive, county animal shelter minutes noting full facilities and efforts to pursue grant funding, and an immediate resignation from E. Elaine Voyles from the Recreation Commission, which the committee accepted.
The committee did not vote on a final Teamsters contract; further action on that matter was tabled pending future notice.
