County refines scoring for transportation priority list; safety weighted most heavily

Staff reported the county's consultant RK&K has prepared a draft benefit scoring framework and proposed weights to rank transportation projects. The objective benefit scoring is out of 100 with the following draft weights: safety 35%, congestion 25%, economic development 25% and multimodal accessibility 15%.
Staff said a separate readiness/prioritization component will account for cost effectiveness, stage of project, funding eligibility and environmental constraints; that subjective readiness score can move a lower‑ranked but lower‑cost or higher‑readiness project ahead of a higher pure‑benefit project. Staff gave a worked example showing Project A with higher pure benefit but higher cost could be deprioritized in favor of Project B if Project B addresses a priority safety need at lower cost and is eligible for accessible funding.
Board members discussed the danger of overweighting safety to the point that other criteria are ignored; staff said the proposed weights were chosen to align roughly with SmartScale evaluation criteria so the county's internal ranking will resemble state scoring and improve competitiveness for funding. Staff plans to use the criteria this fall to produce a draft priority list and to present that draft to the board in December; a final list is expected to be presented in March and used to guide fall 2025 funding applications.
