Staff members cautioned the council that rezoning is only the first step. Planning staff member Gary Fenstermaker said a split could trigger subdivision rules, noting "a 3-lot split is a subdivision; a 2-lot split with a new road is a subdivision." Bruce Meyer added that the rezoning would next require review under Title 11 if a new road is proposed.
Councilmembers discussed the process and potential for additional lots if access or roads are constructed. Mark Sheen made the motion for a single reading by title and adoption; Byron Lewis seconded. The motion passed unanimously with Cory Johnson absent.
The ordinance changes only the zoning designation; any future subdivision, road construction, or variances would require separate review under town code and Title 11.
