Cheraw approves second reading to regain half-interest in Carolina Center industrial site

Cheraw's Town Council voted on Dec. 10 to approve second reading of Ordinance 2025-2, authorizing the town to take an undivided one-half interest in roughly 20.6 acres at the Carolina Center industrial park previously under agreement with HS Ingredients LLC.
Staff explained the earlier agreement with HS Growers (HS Ingredients) to develop a stevia manufacturing operation did not proceed, and the property is reverting to municipal ownership. "When we get it back we will get it cleaned up and we will get it resubmitted to the Department of Commerce so that hopefully we can get some type of industrial development out of that facility," a staff speaker said during the hearing.
The ordinance describes the parcel by commercial tax ID (20800-182) and authorizes execution and delivery of the required purchase-and-sale paperwork to place the parcel back under town ownership (shared 50/50 with the neighboring municipality). Council held a public hearing, then approved the ordinance on second reading; the chair announced the motion carried.
Council did not set a redevelopment timetable at the meeting. Staff said the town will evaluate the site, remove derelict greenhouses and an old office, and pursue industrial development opportunities through the Department of Commerce. The item was approved on second reading and will move toward execution of transfer documents.
