Council approves zoning-board ordinance first reading, appoints planning commissioner and names conference delegate with small budget amendment

Council approved first reading of an ordinance amending Appendix A, Article 13 of the Batesburg-Leesville Code to eliminate the district residence requirement for nomination to the zoning board of appeals and to allow at-large appointments. The town attorney advised the change is consistent with the state’s Local Government Comprehensive Planning Enabling Act. Roll-call votes recorded a 7–1 margin in favor (District 5 recorded the lone no vote).
Council also voted to appoint Geraldine Bowers to the planning commission following a nomination from Councilman Kane; the single-nomination motion passed by roll call.
On a separate agenda item the council approved naming Council McCain as the town’s delegate to the National League of Cities conference in March. Council members discussed costs—membership fees, an $880 registration fee and estimated travel and lodging—and amended the motion to increase the relevant line item in the budget by $500 to cover anticipated extra costs; the amended motion carried by roll-call votes.
Council approved excusing Councilwoman Betty Hartley’s prior absence for illness and moved to refund a previously discussed community-improvement reimbursement (the record shows the council will confirm the correct recipient before disbursing funds). A proposed moratorium on issuing development permits was discussed but a motion to move it forward died for lack of a second.
