Skagit County sets 2026 docket to review three planning petitions

The Skagit County Board of County Commissioners on May 19 approved a resolution to establish the county's 2026 docket, advancing three planning petitions for additional review by staff and the Planning Commission.
Robbie, Planning staff, summarized the docketing process and said staff recommends including all three petitions because they meet filing and review criteria, can be reviewed within the year, and are consistent with current policies. Staff noted a March 24 work session introduced the petitions, a public hearing was held April 14, and a March 12'April 16 public comment period yielded four comments on docketing.
The petitions the board agreed to docket are: LRPLN-2025-01, seeking to rezone 0.3 acres at 23528 Old Day Creek Road in Clear Lake from Bridal Village Residential to Small-Scale Business (the petitioner submitted written comments and testified in support); a petition to designate five parcels within the county's mineral resource overlay adjacent to an existing gravel mine for possible future mineral extraction; and C26-01, a request for general code cleanup language (staff noted two comments asked the county to include permit-procedure and land-division code changes as part of that cleanup).
Commissioner Browning moved to establish the 2026 docket and Commissioner Burns seconded. The chair called for aye and announced the motion passed by voice vote; no roll-call tally was recorded in the transcript. Robbie told the board staff expects to complete work related to these docket petitions by late 2027 if needed.
The board and staff emphasized that docketing petitions does not constitute final action; docketing only advances petitions to further analysis and Planning Commission review before any rezones or code amendments would be adopted.
