Town engineers told the Decatur Town Council on Oct. 15 that the sewer rehabilitation project is advancing to the 30% design stage and that staff and consultants are preparing budget estimates and filings for required funding.
"We are in process of reviewing ... I expect the 30% review and some kind of budget to start with that'll let us know where we're going," the engineer said, adding that one pump-selection has arrived and survey work is complete. The engineer cautioned the preferred pump-station location "is probably going to require some type of land purchase or easement" to place equipment and access infrastructure.
The council discussed funding and timelines. Staff confirmed that the sewer project has submitted three pay requests for reimbursement and that the town pays initial costs and is later reimbursed; the pay requests were combined and submitted this week. Council members raised concern that reimbursements can lag and could produce short-term cash-flow pressures while the town pays matching funds (discussed as roughly a 30% match in the transcript).
The engineer also reported that University of Tennessee support is assisting with aspects of the project (noted as sewer-side assistance) but that certain work (water-side tasks) would be handled separately and might draw on ARPA funds if needed.
