Chapin council approves forensic audit, elects mayor pro tem and authorizes check signers

Chapin — At its Jan. 20 regular meeting the Chapin Town Council approved several formal measures, including a unanimous vote to authorize and fund a forensic audit and a unanimous resolution authorizing the mayor and mayor pro tem to sign checks for the town.
Council adopted Resolution #003-01-2026 to authorize funding and procurement of a forensic audit; the resolution passed by unanimous vote. Council also approved Resolution #002-01-2026 to designate the Mayor and the Mayor Pro Tem as authorized check signers; that resolution passed unanimously as well.
Earlier in the meeting, Council nominated and approved a Mayor Pro Tempore (Resolution #001-01-2026). The appointment was approved by majority vote; the transcript records the appointment as Resolution #001-01-2026.
Council also entered executive session to discuss personnel matters and to receive legal advice; after returning to open session the council approved a motion authorizing the mayor to take personnel actions for positions covered by S.C. Code §§5-7-220 and 14-25-115. That motion passed by majority vote (Mitchell, Bost, Burritt: yes; Shealy, Clonts: no).
In department updates, Police Chief Thomas Griffin reported 2025 statistics: overall offenses were down 4%, citations were up 15%, warning citations rose 103% (attributed to education and proactiveness), collisions were up 11%, officer-initiated contacts rose 41%, and calls for service increased from about 2,500 to about 3,700 (roughly a 30% increase). Chief Griffin highlighted an incident where crisis-trained officers successfully connected a suicidal person to services and previewed upcoming trainings.
Utilities Director Rick Bryan reported a satisfactory December SCDES water system inspection (the highest designation), completion of the East Chapin 16" force main with final inspection pending for the 6" line, Primrose Force Main grant funding awaiting bid approval, a court settlement closing Hollyoak Lane to the wastewater treatment plant after a nine-year effort, and an S-48 MOA under review with SCDOT with construction bidding on target for April. Director Bryan noted several new developments are on hold because of a sewer tap freeze.
Mayor Mitchell also informed the council that the town’s director of finance resigned effective immediately, so a financial report was not presented at the meeting.
