Wallkill Valley board approves $1.94M in bills, budget transfers and multiple transportation contracts

At its Oct. 28 meeting the Wallkill Valley Regional High School Board approved a $1.94 million manifest of bills, $105,914.52 in budget transfers, certified district finances under N.J.A.C., and authorized several joint transportation contracts and shop-equipment purchases funded by referendum balances.
The Wallkill Valley Regional High School Board of Education on Oct. 28 approved a series of routine but consequential financial motions, including a revised manifest of bills totaling $1,940,630.75 and budget transfers of $105,914.52 covering Sept. 20–Oct. 24, 2025.
The board accepted the Board Secretary's and Treasurer's reports showing a cash balance of $2,874,529.54 as of Sept. 30, 2025 and certified compliance with state accounting rules under N.J.A.C. 6A:23A-16.10(c)(3) and (4). That certification, required by statute, states that no line-item account exceeded appropriations and that, to the board's knowledge, no major account had been over-expended.
The Finance Committee's slate of items was approved in a roll call vote. The district authorized multiple joint-transportation contracts with High Point Regional High School for the 2025–2026 school year, including Choice and WV routes. Contract blocks noted in the minutes included a $5,885 Choice contract, a $174,870.50 block for HP/HT routes, WV routes totaling $97,148.70, and per-diem contracts for specialized placements that together amount to $210,240.00.
The board also approved Child Study Team placements for out-of-district special education programs. The minutes list tuition costs of $475 per day for Windsor School and $483.21 per day for Benway School; the board also approved a placement in a student transition program at Sussex County Community College listed at $1,356.00.
As part of authorized capital spending from remaining referendum funds, the board approved purchases for a Shops Upgrade at WVRHS: an 8-hp rotary screw air compressor ($13,224.26) and a 15k 4-post alignment lift ($36,203.51) from Snap-on, and an 8-foot Dayton bench grinder and stand ($644.39) from Grainger. Those purchases were recorded in the minutes as referendum-funded items.
Minutes show two board members recused themselves from the minutes-approval vote: Gina DeSino and Thomas Kabatra. Most other financial and contract approvals were recorded as unanimous roll call votes. The revised register of bills and related backup were noted as on file with the School Business Administrator/Board Secretary.
Next steps: procurement and contract implementation will proceed per vendor agreements and existing district purchasing procedures; special-education placements will be implemented according to Child Study Team recommendations.
