Council approves comprehensive plan on first reading after planner summarizes 20-year land-use goals

Jeff Gilbo of the Appalachian Council of Governments presented the town's draft comprehensive plan, calling it the official, 20-year policy document that guides future land use, preservation, transportation, economic development and public facilities.
Gilbo summarized the plan's components: a future land-use map identifying projected shares for residential (about 36%), commercial (about 5%), industrial (about 38%) and institutional uses; recommendations for focus-area master plans (Pack Milan property, amphitheater, Old Mill site and downtown); and public-input methods, including a survey with more than 200 responses and in-person outreach. Benchmark Planning prepared master-plan work for several focus areas and a more detailed master-plan presentation was scheduled for the September meeting.
The Planning Commission had recommended approval at its prior meeting and the council approved the comprehensive plan on first reading.
The planner said the comprehensive plan must be reviewed at five years and rewritten at 10 years in accordance with state law; councilors asked clarifying questions about recommended recreational facilities and retail corridors.
