Council flags budget amendment for fire special events, approves small billing adjustment and tables copier purchase
Summary
Finance staff separated operating and grant revenues in the monthly report and flagged that recent receipts for fire department special events require a budget amendment; council approved a $60 billing adjustment for a customer and voted to table a $9,772 copier purchase for workshop follow-up on options and cost-sharing.

Finance staff presented the monthly financial report with a revised layout that splits operating revenue/expense from grant and special revenues. Staff said the change was intended to make the town's operating picture clearer and noted a few transposed budget line items were corrected.
The report identified a police salary supplement line where an $800 state payment is recorded and noted a police department donation line and fire department special-event revenue (reported as approximately $1,550 in the record) that was not originally budgeted. Staff said the fire department special-event revenues (e.g., parking at fairs) must be added via budget amendment because the receipts and corresponding expenses were new to the current fiscal-year budget.
On a separate item, the council approved a $60 adjustment for a customer (credit to cover water lost during a leak and meter issue). Staff explained that the meter was replaced and that the $60 credit represented half the difference between the customer's typical consumption and the high billed amount.
Council also reviewed a quote to replace an aging office copier (purchase price shown near $9,772 with service-copy pricing) and debated whether funds exist in capital or departmental budgets and how water/sewer and general-fund shares should be allocated. Members discussed lower-cost scanning alternatives and asked staff to provide usage and monthly-copy metrics. The council voted to table the copier purchase and send additional options to a workshop for further review.
The meeting also included motions to surplus a 2009 Ford F-150 and to schedule the Christmas parade; those routine items were advanced on recorded motions.
