Engineers say clearwell tank design is advancing; ARPA milestone and bidding window set

An engineering consultant updated the council on the town's clearwell/tank project and other ARPA-funded infrastructure work, saying property platting is complete for the tank site and that field checks and pressure confirmations were underway.
The consultant told the council the ARPA milestone schedule calls for a 60% milestone by Jan. 30, 2025, but that the project team expects to be between 90% and 100% complete on key deliverables by the milestone. The consultant said 30% plans for sewer rehabilitation and pump-station rehabilitation were imminent and that the engineer would prepare an opinion of probable cost as design advances.
"We're going to double check and see most of the match should be on the construction side not the engineering side," the consultant said, adding that match documentation is recommended to be paid as invoices are submitted and that reimbursement files must include proof of payment before final ARPA reimbursements will be approved. The consultant noted one reimbursement has already been paid.
Staff said they expect to advertise bids in January and that construction could begin in the spring, with about a 10-month construction period anticipated on the major tank/clearwell work. The record shows staff also obtained a one-year extension on a milestone from the funding agency, which extends a prior deadline into 2027 for final closeout activities.
Council members asked for timelines and expressed interest in a bidding schedule; the consultant said the team would deliver further cost estimates and 30% drawings in the coming weeks.
