Board approves routine contracts, referrals and event closures; tables a construction closure pending documentation

The Michigan City Board of Public Works and Safety voted on a range of routine administrative matters during its July 6 meeting, approving several contracts, accepting referrals and tabling one construction closure pending additional paperwork.
Key approvals included:
- A sponsorship agreement with Bay Logistics (silver level, not to exceed $5,000). Special events coordinator Eric Williams said the sponsorship brings the year-to-date total to about $107,000 for events. The board approved the sponsorship unanimously.
- A service agreement with Figment Group to provide CDL drug-and-alcohol clearinghouse services for city commercial drivers to meet federal Department of Transportation requirements. HR Director Melissa Henderson said Figment will extend current testing processes and SAP coordination for CDL employees; the board approved the contract.
- A negotiated contract with Amalgamated Transit Union Local 517 (2026–2028) that incorporates a 2% raise previously awarded, aligns holiday and leave language with city policy, clarifies sick and personal days and preserves a clothing allowance for transit employees. The union had ratified the agreement; the board approved it.
- A revised contract to provide INDOT street‑sweeping services covering specific curb miles; INDOT increased reimbursement to $450 per curb mile starting July 1, 2026, and the board approved the updated contract.
- Professional services agreements for fiscal analysis and budget support: REI Financial Group to analyze state revenue and local income tax impacts, and Baker Tilly Advisory Group for FY27 budget support and ARPA closeout assistance. Both contracts were approved.
Other actions and referrals:
- The board opened the 2026 fuel procurement bids and referred vendor submissions (Keystone Cooperative; Petrole Petroleum Traders Corporation; Al Warren Oil) to legal and central maintenance for paperwork verification.
- A request by a resident (Rahul Jan) to purchase multiple city parcels for a proposed low‑income housing project was referred to legal and planning for review and scheduled for an August report.
- Hunter Precision’s request for sidewalk/parking enclosures for a re‑roofing project (July 15–Oct. 7) was tabled until the company provides a pedestrian detour plan, an updated certificate of insurance (the submitted COI expires July 14) and confirmation about refuse pickup access; the item will return July 20.
- The board approved street closures for National Night Out on Aug. 4 (4–8 p.m.) and unanimously approved routine claims and payroll dockets.
Board members recorded unanimous votes on the listed approvals; most motions were recorded as "I" (affirmative) from each member.
