The Clinton City Council approved a memorandum of understanding with the YMCA that will govern use and programming at the new city recreation complex.
Council members asked how the arrangement would affect access for residents who are not YMCA members and whether programming would impose fees. Coach Nichols and other YMCA representatives clarified that organized leagues (soccer, baseball, basketball) typically charge participation fees but that scholarships cover about 68% of YMCA participants and, in practice, "Nobody gets turned away from any anything that's at the Y because of cost," a YMCA representative said. City staff emphasized that the city will continue to own and maintain the property and that the YMCA will provide programming and scheduling; general access to the complex will remain available outside organized events.
Council members asked for clarity on whether the city had at any point planned to operate programming directly; staff and several council members said the YMCA has historically run recreational programming on the city's behalf and that the partnership continues prior practice. The council approved the MOU by voice vote and asked that staff and YMCA coordinate details for scheduling, maintenance responsibilities and public access expectations.
