Resident urges council to correct June 23 minutes over North Jair Street rezoning

Janet Young Baker told the Clinton City Council she objected to approving the June 23 meeting minutes because they contain inaccurate language describing a rezoning recommendation for two North Jair Street parcels.
"The first reading approved by council was based on the planning commission's recommendation for parcel ending in 07 to remain R1 and the parcel ending in 019 to be rezoned R2," Baker said, arguing the June 23 second reading read the ordinance as R2 for both parcels and therefore did not reflect the planning commission's recommendation.
Baker said council members raised questions during the first reading that were not answered at the special called June 23 meeting and asked that the minutes be corrected before approval. Council members and staff acknowledged wording differences between the June 2 and June 23 minutes and discussed the property identifiers (tax maps 901-09-01-00007 and 901-09-01-00019). A voice vote on approving the June 23 minutes as presented failed and council agreed to take the item back up after corrections are prepared.
Mayor and council emphasized that approving minutes is a record of what occurred and does not, by itself, change votes on zoning. Councilmembers asked staff to coordinate with the planning commission to verify the original recommendation and to produce corrected minutes for a future meeting.
The council did approve the June 2 and June 30 minutes during the same session. The June 23 minutes will be revisited after staff and the planning commission clarify and correct the record.
