CLEMSON — Members of the Old Stone Church and Cemetery Association asked the council to allow a stacked Black Locust wood fence to be installed in the South Carolina Department of Transportation right‑of‑way along US‑76 to improve the visibility of the Revolutionary‑era church and its 250th‑anniversary celebrations.
Tom Cleveland, treasurer of the association, and Curtis, the association president, said the fence would begin near the tree line and extend toward the existing cemetery marker near the intersection; the applicants said SC DOT asked the city to handle the request and the association intends to maintain the fence. They described the wood as Black Locust rail used in government projects and said the stacked rail will be secured and maintained by the association.
Councilors asked questions about exact alignment and whether trees would be limbed to improve sight lines; applicants said they expect minimal tree removal and will replace materials if the roadway is later redesigned. The item was presented for council consideration and public awareness; applicants asked council to look favorably on the request.
