The Planning Committee amended Bill 1 34 to change the radius used to prepare a "subject area building entitlement report" around rezoning applications. The amendment directs the planning director to prepare a report on properties within 1,000 feet for parcels in state land-use agricultural district and within 300 feet for urban or rural district properties.
Planning staff demonstrated the difference using GIS buffers and said the 300/1,000-foot approach aligns with existing state notice distances and is feasible to produce. Members raised concerns about staff workload and the volume of rezoning history that a 1,000-foot buffer could require; the amendment that paired urban/rural (300 ft) and ag (1,000 ft) was accepted.
After discussion, the committee voted to forward Bill 1 34 as amended to council with a favorable recommendation.
