Clemson council passes first reading of draft 2045 comprehensive plan

Clemson — The City Council gave unanimous approval by voice vote on Feb. 2 to advance the draft 2045 comprehensive plan after staff said the document had been shortened and revised to reflect steering-committee guidance.
Nathan, a city staff presenter, told councilors the plan process began with an RFP in March 2023 and public meetings in November 2023. "At that time the council asked us for a much shorter and easier to read version of the comprehensive plan. We believe we've accomplished that," he said, then asked the council to pass the first reading.
The approval moves the draft forward to subsequent readings; Nathan said staff and the planning commission chair were available for follow-up questions as the council continues its review of goals and changes recommended by the steering committee. A councilor made the motion to approve the first reading and another seconded it; councilors approved the reading by voice vote.
Why it matters: The comprehensive plan guides long-term land use, infrastructure and growth decisions in Clemson; first-reading approval signals the council's intent to pursue the updated policy framework while preserving additional review steps and public input before final adoption.
Councilors did not record a roll-call tally on the record; the meeting used the council's standard voice vote procedure for first readings. The plan's next procedural step will be the second reading and additional public comment opportunities, as provided by the council's rules and state law.
The council also handled other business at the Feb. 2 meeting, including initial council review of sublease agreements involving the Clemson Free Clinic, surplus declarations for patrol vehicles and service weapons, and several appointments confirmed after executive session.
