St. Charles City Council approves FY2026 budget amendment, police database subscription and land-use change

The ordinance was sponsored by Councilmember Bart Haberstroh and passed with recorded ayes for Brian Gould; Vice President of the Council Mark Hollander; Councilmember Steve Hollander; Denise Mitchell; Bill Otto; Vince Ratchford; Mary West; and Justin Foust. The council also approved Bill 14056, authorizing an intergovernmental agreement between the City of St. Charles and the REJIS Commission for the police department’s annual subscriptions to secured law-enforcement databases and related services in an amount not to exceed $57,095. Sponsors listed for the measure included Bill Otto and Mark Hollander; the motion passed unanimously and the mayor approved it on Feb. 11, 2026 as Ordinance 26-017.
Bill 14057 amended Ordinance 2011-45 for the 370 Corporate Center Planned Development (Industrial District) to add a new land use described in the ordinance as “Interior Manufacturing and Processing of Soil.” The sponsor was listed as Bill Otto; the measure passed with the ayes recorded and was approved by the mayor as Ordinance 26-018.
Earlier in the meeting, Councilmember Justin Foust moved to excuse the absences of Councilmember Michael Galba and Councilmember Bart Haberstroh; Councilmember Vince Ratchford seconded the motion and it passed unanimously.
