Grand Mound ordinance committee pauses on Ordinance 145, asks staff and council for clarification

Chairperson Craig Kohl convened the Grand Mound Ordinance Committee at 6:58 p.m. on Aug. 28, 2024, where members reviewed a draft of proposed Ordinance 145 and agreed they needed additional information before making formal recommendations.

Committee members discussed whether Ordinance 145 should remain focused solely on a "dangerous buildings" chapter, whether Chapter 50 should continue as the property-maintenance chapter, and whether a new chapter should be created to consolidate enforcement policies and rules. The committee recorded three specific questions to send to staff and the city council: which chapter will the council use as the presiding code where chapters overlap; how complaints are initiated and at what step ECIA is involved; and whether the proposed Ordinance 145 was provided to the city as a generic template from ECIA.

Jason Holmes moved that Chairperson Craig Kohl present those questions to "Missy and/or the council" for clarification; Christina Schwartz seconded the motion, and members voted unanimously in favor. The minutes record that committee members decided to delay formal recommendations until staff and council responses clarify overlapping chapters and enforcement authority.

Christina Schwartz moved (seconded by Regina Meyer) to hold a follow-up meeting on Wednesday, Sept. 4 at 7:00 p.m. at the Grand Mound Community Center; the motion carried unanimously. The committee then approved a motion to adjourn at 8:10 p.m.

The committee did not adopt any ordinance language at the Aug. 28 meeting and recorded no formal amendments; members instead documented the three items they want clarified before proceeding. The next steps are for Chairperson Craig Kohl to relay the committee's questions to staff or council and for the committee to reconvene on Sept. 4 to consider staff responses.
