St. Charles delays review of amended initiative petition after county offers recount

City Attorney Holly Magdziarz informed the St. Charles City Council on Jan. 6 that the St. Charles County Election Authority acknowledged it had provided inaccurate information about accepted and rejected petition signatures and had not performed its customary secondary audit.
Ms. Magdziarz said the County offered to recount the petition signatures and complete the secondary audit. In the interest of fairness and accuracy, she recommended the council allow the Election Authority to conduct the recount and then consider any revised Certificate of Insufficiency once it is issued. The petitioners’ committee agreed to the postponement.
Council President Michael Galba moved to table the council’s review of the County Election Authority’s Certificate of Insufficiency for the amended initiative petition submitted by David Todd Reineke; the motion passed unanimously. The council requested that Ms. Magdziarz share her PowerPoint presentation with full Council and the Petitioners’ Committee.
Next steps: the county will perform a recount and secondary audit; the council will reconsider the certificate when a revised document is available.
