County approves negotiations on interlocal water and wastewater agreements with Liberty and Greensboro

Staff told the board Liberty faces near-term capacity challenges at its wastewater plant and spray fields and could use a pump-station/force-main connection to Greensboro as a long‑term wastewater option. McGill Engineering completed a preliminary hydraulic study indicating a 12-inch line could supply up to 1 million gallons per day to Liberty via Greensboro’s facilities; staff estimated the water-connection cost at roughly $4.9 million. Presenters said wetlands, elevation and rights-of-way make wastewater a lengthy and costly project, with preliminary capital estimates exceeding $20 million and a likely timeline of three to five years for wastewater improvements; staff said water connections could be completed sooner (two to three years), depending on easements and design.
Town and Greensboro leaders (including Scott Kidd) told commissioners both municipalities had passed resolutions supporting the interlocal framework and that preliminary meetings were underway. Commissioners approved a motion to adopt resolutions authorizing the county manager to negotiate and execute interlocal agreements and to support Liberty administratively as it pursues long-term wastewater options.
