County approves engineering contract and budget amendment for Seagrove–Beulah water district assessment

Randolph County commissioners authorized staff to negotiate and execute an engineering services agreement with Withers & Ravenel on July 6 to perform an asset inventory and risk assessment for the Seagrove–Beulah Metropolitan Water District.
Staff said the county solicited qualifications and received two proposals; Withers & Ravenel scored highest in the review and returned a negotiated fee of $264,000, which falls under the project budget. The assessment will include GIS mapping, critical infrastructure review and a focused site assessment of the spray field required by the state Department of Environmental Quality (DEQ) after a notice of deficiency. Staff noted additional work associated with the spray field that the engineering services agreement does not cover; the approved budget amendment will permit necessary follow-up work to return the system to compliance.
Commissioners were told the assessment is necessary to understand future capital and operating needs regardless of who owns or operates the system in the long term; the county’s interest is to plan for sustainable operations and to comply with state requirements. The motion to enter the contract and adopt the budget amendment passed unanimously.
