Commission appoints Michael McKenzie as finance officer; Deborah Hill reappointed as tax assessor

The board appointed Michael McKenzie as finance officer effective Aug. 1, 2026, and reappointed Deborah P. Hill as tax assessor for a four-year term following an annual tax settlement report that showed a 99.15% overall collection rate for the 2025–26 levy.
At its July 6 meeting, the Randolph County Board of Commissioners confirmed two personnel actions and accepted the tax collector’s annual settlement report.
Commissioners nominated and approved Michael McKenzie to serve as county finance officer, effective Aug. 1, 2026. McKenzie was sworn in at the meeting; the board thanked outgoing finance officer Will Massey for his service and noted he will assist with the transition through July 31.
Tax administrator Deborah P. Hill presented the statutorily required annual settlement report covering the 2025–26 fiscal year. Hill reported an overall collection rate of 99.15% for all tax types and noted delinquent taxes, foreclosures posted versus sold, and that registered motor vehicle collections were 99.91%. The report identified a net levy and breakouts for delinquency categories; Hill also said bankruptcy proceedings accounted for approximately $82,009 excluded from enforced collection. After discussion, the board approved the settlement and then voted 4–1 to reappoint Hill as tax assessor for a four-year term. Hill and commissioners read the oath of office as required by law.
