Cranford Committee adopts consent agenda, rejects multiple FEMA home-elevation bids and a sewer rebid after costs exceed budgets

The Township Committee of the Township of Cranford voted Jan. 20 to approve a multi-item consent agenda that included the rejection of above-budget bids for six re-bid packages of the 2024 FEMA Home Elevations Program and the rejection of bids for the South Avenue & Chestnut Street express sewer project.
On motion of Deputy Mayor Paul A. Gallo, seconded by Commissioner Gina Black, the committee adopted the consent resolutions by unanimous recorded vote of the four members present: Mayor Kathleen Miller Prunty, Deputy Mayor Gallo, Commissioners Terrence Curran and Gina Black (Commissioner Brian Andrews was absent). The committee recorded approval of the bill list dated Jan. 20, 2026 totaling $7,028,850.41 earlier in the meeting.
Resolutions 2026-85 through 2026-90 rejected submitted bids for Re-Bid Packages Nos. 1–6 of the 2024 FEMA Home Elevations Program (addresses specified in the resolutions) because the lowest bids exceeded the Township's project budgets. The resolutions state that the Township Consulting Engineer recommended rejection and that the Chief Financial Officer had not certified sufficient funds to cover the bids. Similarly, Resolution 2026-91 rejected nine bids received for the South Avenue & Chestnut Street express sewer project after the lowest bid of $3,849,564.55 was found to exceed the Township budget.
The consent agenda also authorized library-related purchases and contract actions. Resolution 2026-92 approved cooperative purchasing quotes for Cranford Public Library furniture totaling $294,624.70 (with an additional Creative Library Concepts quote for $6,129.14), Res. 2026-93 authorized an additional $6,500 in architectural review for Arcari & Iovino Architects PC (amending the contract to $164,000), and Res. 2026-94 authorized a non-fair-and-open contract with Children’s Plus, Inc. DBA Libraria for library educational goods and services. The resolutions indicate the CFO certified available funding for those items and that accounting lines were on file with the Township Clerk.
Other consent items adopted include cleaning services contracts for the Community Center ($21,000) and the Library ($26,000) with CBM Solutions LLC (Res. 2026-95 and 2026-96), awarding apparatus maintenance authority to Fire and Safety Services, Ltd. for the Fire Department (Res. 2026-97), and a series of administrative and licensing actions: limousine/livery license renewals (Res. 2026-99 and 2026-100), permission for Cranford Street Fairs in spring and fall 2026 with specified street closures and parking restrictions (Res. 2026-101), and a person-to-person transfer of a plenary retail distribution alcoholic beverage license to ARYAN SPIRITS INC., effective Feb. 2, 2026 (Res. 2026-103).
Resolutions also included appropriation transfers among 2025 budget lines (Res. 2026-104), an appointment to the Rahway Valley Sewerage Authority (Res. 2026-105), appointment of a covering electrical inspector (Res. 2026-106), and two approved leaves of absence under FMLA/NJFLA/NJPFLA for Cranford Police Department personnel (Res. 2026-107 and 2026-108).
All consent items were adopted under a single motion; the resolutions themselves record reasons such as bids exceeding budget, engineer recommendation, and CFO certification status. The meeting minutes state that the full text of each resolution and supporting certifications are on file in the Office of the Township Clerk.
