St. Charles approves automatic-aid EMS agreement with St. Charles County Ambulance District

The St. Charles City Council voted March 17 to approve an intergovernmental memorandum of understanding with the St. Charles County Ambulance District (SCCAD) to provide automatic-aid emergency medical services and to transition sole responsibility for EMS transport services in the city to SCCAD.
The ordinance (Bill 14061) was sponsored by multiple councilmembers, passed unanimously during final passage votes, and was approved by the mayor on March 19, 2026 as Ordinance 26-021. Council discussion noted the cooperative framework for automatic-aid EMS responses and the intent to clarify operational responsibility for transport services.
The MOU creates a cooperative structure between the City’s Fire Department and SCCAD intended to streamline EMS responses; contract terms, implementation timelines and operational protocols were included in the ordinance file. Councilmembers voting in favor included Denise Mitchell, Bill Otto, Vince Ratchford, Mary West, Justin Foust, Michael Galba, Brian Gould, Mark Hollander and Steve Hollander.
Implementation and oversight will involve the City’s Fire Department and SCCAD according to the terms recorded in the ordinance file. The Council recorded this action as Ordinance 26-021 in the official record.
